Decisions of the Munich World Council

We were expecting two major new developments from the World Motor Sport Council in Munich, Germany. The first concerns restarts after the intervention of the Safety Car. They will now be stopped on the starting grid in the order of classification when the safety car intervenes. Three scenarios will not be taken into account for these restarts: if the safety car intervenes in the first two laps of the race or two laps after a previous interruption or less than five laps from the finish.

The other changes to the sporting regulations concern the number of engines used per driver per season, which increases to four for 2015, except in the case of a calendar with more than 20 races next season. In addition, if the driver completely changes his Power Unit, he will have to start from the back of the starting grid, and no longer from the pits. The other big change concerns pre- and in-season testing. Three four-day sessions will take place during the winter of 2014-2015, all organized in Europe and two two-day sessions will be offered to stables during the year. Two of these days will be reserved for testing young drivers.

The parc ferme, normally effective from qualifying, will be moved to the start of the last free practice session, from which teams can no longer modify the cars under penalty of sanctions. Finally, the curfew will be increased by one hour in 2015, from six to seven hours. The heating blankets of Pirelli rubber, however, will not be banned.

Concerning the technique and use of wind tunnels, new safety additions will be introduced at the nose of the 2015 single-seaters, which will also be more pleasing to the eye. The teams will only be able to use the wind tunnels 65 hours per week compared to 80 previously, and this in a single installation which must be indicated to the FIA before the start of the season.
