Steering the wings improves grip, but at the expense of top speed. You therefore need to either find mechanical grip via the suspensions, or downforce via the ground effect floor (this is ideal because it doesn't generate drag, but increasing its efficiency generates porpoising). It's therefore not so easy to improve tire management; it requires in-depth work on the suspensions or the floor.
