While the Prancing Horse was battling for the Constructors' Championship at the final round in Abu Dhabi in 2024, the winter gamble of developing a new (99% new) car has yet to bear fruit. Ferrari won't win either title this year, so there's no point in continuing to spend money on the 2 car. The 2025 transition year will be long for the Scuderia, especially for Hamilton, who might get tired of it, not to mention the tifosi who could quickly take a dislike to him.
