Really “less powerful” is the Renault V8?

Supposed to be less powerful than V8s Mercedes ou Ferrari, engine Renault did not upset Red Bull at Spa, a circuit where engine power is essential. In Belgium, the RB7s did not seem to suffer in this area which could have been their weak point. It was Mark Webber who reached the highest top speed. Has the Newey paw worked wonders again?
