Since the Nelson Piquet Junior affair in Singapore, the FIA has been considering an effective way to sanction cheaters more severely. For the moment, the FIA cannot impose heavy sanctions as it wanted to do for Flavio Briatore and Pat Symonds.
The FIA therefore proposed during the World Council to oblige team managers (team director, sporting director, technical director, race engineer) to hold an FIA license, a compulsory Charter of Good Conduct, which would allow it is up to the Federation to sanction them. The introduction of such a device is currently being debated at the World Council.
