A few days before the departure, and due to the strike movement in the refineries, the Pas-de-Calais Prefecture took the decision not to authorize the start of the high mass of the French amateur rally.

While some pilots had already headed to the Béthune region to prepare for the Final or participate in the first reconnaissance session, the Pas-de-Calais Prefecture announced on the evening of Monday October 10 that it would not issue the authorization to race due to social conflicts and fuel distribution problems.
