Breen's first and only championship appearance in 2023 was at the Swedish round, with the 33-year-old scoring a podium for Hyundai in a close battle with Ott Tänak. The Irishman was penalized by 10 seconds on orders from his team before the Power Stage to advantage his teammate Thierry Neuville, but Breen's performance still put him ahead of the Belgian, in second position. In the meantime, the driver took a detour to the European Rally Championship (ERC) in Portugal, during the 2023 Fafe Rally, where he placed fifth.
Breen has already experienced the Croatian route which he will return to in a month. During the 2022 financial year dominated by Kalle Rovanperä, he finished close to the podium with a 4th place for the team M-Sport. Breen will notably line up on the starting line Sébastien Ogier, who will open the road after his victory in Mexico.
